City of Viroqua seeks Licensed Early Childhood Care Provider

 

The City of Viroqua is seeking to lease a new, 6,000 square foot facility to a qualified provider to operate a licensed, early childhood care program. With construction scheduled to be completed by Fall of 2025, the childcare facility was designed to serve approximately 76 students, ages birth to six.

To enhance access to quality childcare in the area, the City of Viroqua is offering to lease this space to a qualified provider for $1.00 per year, plus utilities and a share of operational costs.  Additional details and a summary of the lease terms are now available.

Interested parties should submit a Letter of Interest to the City by August 31st, 2024.

Facility Information

Located on Main Street just north of downtown Viroqua, the daycare facility will be one component of the larger Main Street Apartments project.  Spearheaded by Northpointe Development (Oshkosh, WI), the overall project includes 65 units of low-income housing, two retail spaces, underground parking for residents, green space, and a variety of on-site amenities.

The childcare facility will be located on the ground level of the building with great access to Main Street frontage. The site plan for the project and floor plan for the daycare facility are available as attachments to this document.

Summary of Lease Terms

  • Permitted Use: A Daycare and to provide childcare services and for all uses incidental or related.
  • Term: The duration of the initial lease is flexible up to a maximum of 18 years.
  • Annual Rent: $1.00
  • Utilities and Services: Electric, Gas, Water, Sewer, Internet, and Phone services will all be metered separately. The cost of all services will be the responsibility of the tenant.
  • Share of Operational Costs: In order support the financial sustainability of the facility, the provider will pay a proportionate share (6.36%) of the landlord’s annual real estate taxes, property and liability insurance, and common area expenses.
  • Repairs and Maintenance: The provider is responsible for repairing and maintaining all items within the childcare space, including drywall, HVAC, doors, windows, and other furniture and fixtures. The landlord is responsible for foundations, roofs, external walls, and common areas.
  • Provider Insurance: The provider is required to maintain a $2.0 million General Liability Insurance policy at their expense.

Request for Letter of Interest

Interested providers should submit a Letter of Interest that contains the following information by August 31, 2024:

  • Name of business or organization
  • Main contact person
  • History and background of the organization
  • Information on current childcare operations (if any). If operating multiple locations, please highlight and provide details for a few of the closest locations. 

Once the deadline for submittal of Letters of Interest passes, the City will reach out to each entity to engage in an interactive process for the development of proposals.

The exact process, timeline, and criteria for selection of a provider will be set later and will be dependent on the number of organizations submitting a Letter of Interest.
